Cisco skills shortage?!

Yesterday I’ve read an interesting Network World’s chat transcript regarding Cisco’s self-proclaimed shortage of qualified networking professionals. I was astonished when I heard that Cisco officials claim there is a talent shortage among Cisco channel partners worldwide. How can that be possible when according to this post Cisco receives 20,000 resumes per month? That’s a huge figure. Is there no enough talented and qualified networking professionals among 240,000 individuals per year!? If thats not enough for Cisco and all of their channel partners, what is?
